Jill founded the first dispensary in Boulder, CO in 2008 and went on to become a nationally recognized cannabis licensing and operations expert with extensive experience in policy, finance, administration, cultivation, manufacturing and distribution as an owner of operations in six states. Served on both the CO Department of Public Health and the Department of Revenue’s medical marijuana advisory committees establishing the nation’s first regulated marketplace for cannabis in 2010. The Second Chair of the National Cannabis Industry Association. The Chair of the Patient Focus Certification Review Board and a member of the American Herbal Products Association Cannabis Committee. Subject matter expert to BOTEC Analysis Corporation in the establishment of Washington State’s recreational market and Jamaica’s medical market. Previously served as a municipal bond trustee, finance director, and treasurer for eight years before entering the cannabis industry as an owner, operator, consultant and mentor.

Karen Stuart

Karen is a former three-term Mayor of the City and County of Broomfield, where she played a key role in the creation of the consolidated city and county in 2001. Currently she represents District 4 as a Colorado Department of Transportation Commissioner after her reappointment in 2021. Served in leadership roles with the Denver Regional Council of Governments, the US36 Mayors and Commissioners Coalition, the Metro Mayors Caucus and the National League of Cities Transportation Advisory Committee. Former Executive Director of Smart Commute Metro-North, a non-partisan, non-profit, transportation management organization, serving the north metro region working to promote mobility options that reduce congestion and improve air quality. As Chair of the Northwest Parkway Public Authority, she was an active member of the International Bridge Tunnel and Turnpike Association and a key negotiator for the NWP’s Concession Lease Agreement in 2007. Received the Denver Regional Council of Governments’ Distinguished Service Award and serves on the Board of Directors of UCHealth Broomfield Hospital and UCHealth Longmont Hospital.
